Following the letter sent on November 24, 2025, from Lisa Thibeau, Deputy Minister of Health and Wellness, I would like to provide additional information about upcoming changes for personal service facilities in PEI. As part of our ongoing commitment to supporting safe, healthy services for the public, these facilities will now be formally regulated and routinely inspected beginning February 1, 2026.
This applies to a wide range of services, including hairstyling, esthetics, nail services, tattooing, piercing, and other body modification procedures. Our goal is to help ensure safe practices, reduce health risks, and support operators in maintaining clean and sanitary environments.
To help you get started:
Registration Requirement:
Beginning February 1, 2026, all personal service operators in PEI must register with the Department of Health and Wellness within 90 business days. Registration can be completed online (click here).
Information Needed for Registration:
- Business name, telephone number, civic address, email address, and website (if applicable)
- Owner’s name, telephone number, mailing address, and email address
- A list of the personal services offered at your facility
Inspection Process:
Environmental Health Officers will begin visiting facilities in February, based on a risk assessment. These initial visits will focus on education and support as everyone becomes familiar with the new regulations. It will take time for all facilities to be visited, and we appreciate your patience during this process.
