In accordance with the Hairdressers Act all individuals who are practicing or studying hairdressing in the Province of Prince Edward Island must be licensed/registered with the Association.
There are four (4) categories for licensing/registration with the Association.
Individuals who are enrolled with a training school, which is registered under the Private Training Schools Act or Schools Act, must register with the Association within thirty (30) days of commencing their study period. Registration is compulsory for the counting of hours in the study program and registration for the required Provincial examination. The study period required is a minimum of twelve hundred and fifty (1250) hours of which a maximum of three hundred fifty (350) hours may be accumulated in an on the job (OJT) training program. At the completion of the study period the individual must successfully complete a theory and practical examination as provided for by the Association in order to commence the apprenticeship program. A minimum passing requirement of 75% is required for both the theory and practical examination.
Licensed Beauty Operator (LBO I) level:
Upon successful completion of the study training program the individual must register as a member of the Association as a Licensed Beauty Operator I. Upon registration and payment of applicable membership licensing fees the individual is issued a LBO I license. This license enables for the LBO I to commence employment in a licensed salon and to practice hairdressing under the direct supervision of a Master Beauty Operator. The LBO I apprenticeship program provides support and direction to the individual in their personal and skill development as a hairdressing professional. Upon the completion of a minimum of one thousand (1000) hours as a LBO I the individual may register for a practical examination as provided for by the Association. Upon successful completion of this practical examination and proof of their LBO I hours the individual enters into the Licensed Beauty Operator II level.
Licensed Beauty Operator II (LBO II) Level:
With a LBO II license the individual continues to work under the supervision of a Master Beauty Operator in the further advancement of their personal and skill development as a hairdressing professional. Upon the completion of a minimum of one thousand hours (1000) and proof thereof, as an LBO II the individual may be registered with the Association as a Master Beauty Operator.
Apprenticeship Incentive Grant:
The Federal Government provides a grant for qualifying individuals who are registered in the hairdressing apprenticeship program to a maximum of Four Thousand Dollars ($4,000.00). For complete details please contact the Department of Education, Apprenticeship Division at 368-4460.
Master Beauty Operator:
Master Beauty Operators are individuals who successfully completed the above noted hairdressing apprentice program and who have demonstrated the skills necessary to provide professional hairdressing services to clientele.
Moving to P.E.I.

Salons – Registration and Operation:
Every salon providing hairdressing services within P.E.I. must be registered with the Association and must obtain a permit for operations. For details on salon operations refer to section X1 and X11of the bylaws or contact our Association.
The setting of licensing fees is the responsibility of the Council of the Association. The following fees structure is effective for fiscal year September 01, 2016 to August 31, 2017. Licensing fees are payable annually and are due by August 31st. Failure to pay licensing fees by September 15th will result in late fees charges being applied. **indicates other fees
